1.G7伊勢志摩サミットに向けた市民社会のプラットフォームとして

2016年5月26-27日、三重県志摩市で「G7伊勢志摩サミット」が開催されます。

G7サミットは、国際政治・経済をはじめ、途上国の開発や環境、地球規模の課題に向けた国際的な取り組みに大きな影響を与えています。そのため、世界の市民社会、NGO/NPOは、サミットに注目し、様々な働きかけを行ってきました。

G7伊勢志摩サミットも例外ではありません。特に2016年は、「持続可能な開発目標」(SDGs、2030アジェンダ)や気候変動に関する「パリ協定」が採択されてから初めてのサミットであり、国内外の市民社会から大きな注目を浴びています。

「2016年G7サミット市民社会プラットフォーム」は、こうした国内外の市民社会の取り組みを促進し、開催国の市民社会としての責任を果たすため、2015年11月26日に発足しました。

プラットフォームは、G7に向けて、主に以下のような活動を行うこととなっています。

(1)開催国・日本の市民社会として、サミットや関連会合の情報を広く日本・世界の市民社会に伝える。また、日本政府・G7諸国政府や関連機関と各国市民社会との対話や政策提言の場を設置する。

(2)サミットや関連閣僚会合に向け、民間やアカデミアなどとのセクターを超えた連携を促進する。

(3)海外の市民社会との連絡・調整・必要な情報提供を行う。


1. As a Civil Society Platform for the G7 Ise-Shima Summit

On the 26-27th of May 2016, the G7 Ise-Shima Summit will be held in Japan, at Shima City, Mie Prefecture.

The G7 Summit has a strong influence on the international community’s political actions in solving global problems such as the international politics, economy, development policies and climate change. Every year, civil societies and NGO/NPOs across the world have seized the opportunity to push forward diverse agendas through advocacy, campaigning, public mobilisation and direct actions.

The 2016 Ise-Shima Summit is no exception. Civil societies both within Japan and overseas are highly attentive of the Summit this year, as it is the first G7 Summit after the adoption of the Sustainable Development Goals (SDGs, or the 2030 Agenda) and the Paris Agreement on Climate Change.

Japan Civil Society Platform on 2016 G7 Ise-Shima Summit (Japan CS Platform), established on the 26th November 2015, aims to promote the actions by the Japanese and the international civil societies, surrounding the diverse global agendas.

Our main objectives for the G7 Summit are the following:


(1) As the civil society organisations (CSOs) of the Summit’s hosting country, the Japan CS Platform aims to disseminate information about the G7 Summit and related meetings to the Japanese and the international civil societies. We also organise dialogues and policy proposal sessions between the Japanese / G7 countries’ governments, related organisations and the civil society networks

(2) To promote inter-sectoral cooperation with the private sector, academia and more, towards effective advocacy on the G7 Summit and the Ministerial Meetings.

(3) To offer contact and meeting arrangements, and necessary updates on the G7 Summit to the civil societies abroad.

2.サミットに向けた具体的な活動

では、「プラットフォーム」がサミットに向けて具体的に行う活動とは、どのようなものでしょうか。これまでのサミットの実例を踏まえて解説します。

(1)国内および海外の市民社会との連携

まず、日本国内、とくにサミットの開催地やその周辺地域(今回は三重県および東海地方)、また、サミット前後に開催される重要な閣僚会議の開催地のNGO/NPOと連携し、サミットに関する情報の伝達や意見交換を行うことです。「プラットフォーム」では、現在、東海地方のNGO/NPOのネットワークとの協力関係を始め、環境大臣会合が開催される富山県のNGO/NPO等との連携・協力関係を作っています。

次に、サミットに取り組む海外、特にG7諸国の市民社会との連携です。G7諸国などの市民社会は、2000年代から連携してサミットに取り組んでおり、「G7/G20タスクフォース」というネットワークが設立されています。「プラットフォーム」では、2015年12月に、同タスクフォースの幹事役であるジョン・ルスラフ氏(米国のNGOネットワーク「インターアクション」)とケル・カラー氏(同タスクフォースの事務局長)を招聘し、日本の市民社会との戦略会議およびシンポジウムを開催しました。また、G7諸国の市民社会を招聘して、サミットに向けた市民社会戦略会議を2016年2月にイタリア・ローマで開催しました。

2. Action Plans in the Run-Up to the G7 Summit


What are some of the Japan CS Platform’s action plans for the G7 Summit?

Let us elaborate with reference to the actions during the previous Summits.

(1) Building Partnerships with the Civil Society in Japan and Overseas

To begin  with, the Japan Civil Society Platform on 2016 G7 Ise-Shima Summit shares intelligence on the Summit, and plans advocacy/campaigning strategies amongst the Japanese CSOs. Particularly, the Japan CS Platform collaborates closely with the NGO/NPOs active in Mie Prefecture and the wider Tokai Region (where the Summit will take place), as well as the local organisations in the cities that host the Ministerial Meetings. As of January 2016, we are currently building partnerships with the NGO/NPO networks in the Tokai Region, and the NGO/NPOs in Toyama Prefecture, the site for the Environment Minister’s Meeting.

The Japan CS Platform is also working on collaborations with the civil societies of the international community, especially in the G7 countries. The CSOs of the G7 countries have been jointly working on the Summits since the 2000’s, through the network called the G7/G20 Global Taskforce. In December 2015, the Japan CS Platform invited to Japan the two managing members of the Global Taskforce, Mr. John Ruthrauff of InterAction (alliance of the US NGO’s) and Mr. Kel Currah of What World Strategy (based in Canada and the Secretary General of the Taskforce), and organised face-to-face strategy meetings with the Japanese CSOs and a public symposium. Also in February 2016, we held strategy meetings with the civil society of the G7 countries, in Rome, Italy.

(2)政府と市民社会の対話の場の確保

G7サミットは、G7諸国の首脳が世界の政治・経済・地球規模課題について討議する、政府・国家ベースの会議です。ですので、市民社会としては、政府とどのように対話のチャンネルを作り、市民社会の意見をそこに反映させていくかが極めて重要です。

そこで、2006年のロシアでのG8サミットから、「市民G8対話」(Civil G8 Dialogue)という市民と政府の対話機会が、ほぼ毎回、公式に設けられてきました。これは、開催国の首脳、もしくはG7諸国政府の「首脳特別代表」(首脳を代理してサミットのプロセスを主導する政府代表。通常「シェルパ」と呼ばれる)とG7諸国をはじめとする市民社会の対話の機会として、通常、サミットの3~4か月前に開催されるものです。

2008年の洞爺湖サミットの際は、同年3月、京都で開催された首脳特別代表会議(シェルパ会議)に合わせて開催され、海外からの40名を含む200名の市民が、G7諸国のシェルパと対話しました。

2015年のドイツ・エルマウでのサミットの際は、同年4月、開催国ドイツのアンゲラ・メルケル首相と、G7諸国や途上国の市民社会が数時間にわたって、地球規模課題に関する対話を行いました。

伊勢志摩サミットに向けても、開催国・日本の首脳、もしくはG7諸国のシェルパと、G7諸国や日本の市民社会との対話機会を確保する必要があり、「プラットフォーム」では、世界・日本の市民社会とともに、政府との対話機会の構築のために粘り強く準備を続けています。



(2) Organising Dialogues between the Civil Society and the G7 Government

The G7 Summit is a state governments’ conference where the heads of the G7 countries discuss the world’s politics and economy, and the global agendas. A crucial task for the civil society is to ensure dialogue channels with the G7 governments, and to make meaningful inputs and influence the summit agendas.

In almost all the Summits since the 2006 G8 Summit in Russia, the civil society and the respective governments held conferences called the Civil G8 Dialogue. The Dialogue is usually held 3~4 months prior to the Summit, between the CSOs of the G7 countries and the head of the hosting state or the Sherpa, the personal representatives of the head of a state, who actually directs the Summit processes.

For the 2008 Toyako Summit, the Civil G8 Dialogue took place to coincide the Sherpa Meeting at Tokyo in March 2008, and about 200 civil society people--including 40 members from overseas--joined the dialogue with the Sherpa’s of the G7 countries.

Last year, for the 2015 Elmau Summit in Germany, the CSOs from the G7 and the developing countries spent several hours with the German Chancellor Angela Merkel in a public dialogue over the global agendas.

For the upcoming Ise-Shima Summit, the Japan CS Platform is working along with the Japanese and the international civil society to hold a dialogue session with the hosting government of Japan, or the Sherpas of the joining G7 countries.

(3)サミットに向けて市民社会の声を集め、発信する

サミットに向けては、日本・世界の市民社会に加え、国内外の様々な人々の声を発信していく必要があります。主要国の首脳会議であるサミットは、社会・経済に与える影響が大きいため、市民社会として、そこで決まることが世界の人々、特に弱い立場に置かれている人々に与えかねない悪い影響を減らし、また、そこで、人々のためになる政策が推進されるよう、働きかけていくことが必要なのです。

特に、国際政治の中で見落とされがちな、女性やユース(青少年)、また、社会的に弱い立場に置かれがちな、先住民、障害者、LGBT、難民・移民といった人々の声を、首脳に届けていくことが大事です。そのために、サミットに向けて、こうした声を増幅するためのキャンペーンを展開することが、よくおこなわれています。「プラットフォーム」でも、今回のサミットに向けて、市民の意見を届けるべく、キャンペーンの準備を進めています。

◎オルタナティブ・サミット

また、サミット当日に向けて、サミット開催地に近い地域において、市民社会や当事者団体、サミットに問題提起をしたいさまざまな人々が集まり、G7首脳が集まるサミットに市民の声を対置する「オルタナティブ・サミット」を開催することが、よくおこなわれています。2008年の洞爺湖サミットにおいても、札幌で「オルタナティブ・サミット」や、「G7チャレンジ・市民パレード」その他、様々な取り組みが開催されました。「プラットフォーム」では、G7サミット直前の「オルタナティブ・サミット」開催に向けて、サミット開催地である三重県や東海地方のNPO/NGO(東海「市民サミット」ネットワーク)と連携して準備を進めています。


(3) Gathering and Speaking Out the Voices of People

Towards and during the G7 Summit, we need to deliver the voices of the civil societies in Japan and abroad, and the diverse peoples across the globe. Where the Summit brings together the heads of some of the most influential states, its outcome has a significant impact over the world economy and societies. One of the central missions of the civil society is to diminish repercussions of the Summit outcomes, rendered upon the the world’s people--especially those citizens in vulnerable circumstances--and, to advance the policies that better serve the people.

When advocating to the heads of the states, it’s important to deliver the voices of vulnerable people, who are often marginalised from the international politics, including women, youth, the indigenous people, people with disabilities, the LGBT people, refugees and migrants. Throughout the Summits, the CSOs often launch campaigns to magnify such voices of the marginalised and the vulnerable people. The Japan Civil Society Platform on G7 also is preparing campaigns for the citizens to speak out.

*The Alternative Summit

Corresponding the official Summit, the civil society typically organises the Alternative Summit. The Alternative Summit is for the CSOs, self-advocating organisations, and a spectrum of people who seek to advocate for the Summit to get together and juxtapose the citizens’ voice to the state governments, and is usually held in a neighbouring city of the Summit venue. During the 2008 Toyako Summit, the Alternative Summit was organised in Sapporo City, along with the G7 Challenge Citizens’ Parade and other public events. The Japan CS Platform on G7 is working with the NGO/NPOs in Mie Prefecture and the wider Tokai Region to hold an Alternative Summit right before the official G7 Summit.

◎メディアへの働きかけ

サミット前日・当日には、サミット会場に近い大きな公共施設などに、数千人規模の「国際メディアセンター」が設置され、国内外のマスメディアやミニコミ、ソーシャルメディアなども含めて、サミットに関する報道や情報発信を行います。2000年代に入って、この「国際メディアセンター」にNGO/NPOとしても登録し、自ら情報発信に努めたり、マスメディアに対して、記者会見や声明の発表によって、市民社会の意見を大きく発信するようになりました。

2008年の洞爺湖サミットにおいても、サミット会場から50キロの「ルスツリゾート」に、国際メディアセンターとNGOセンターが設けられ、NGOは効率的に情報発信やメディアへの働きかけを行うことができました。また、近年においては、国際メディアセンターに関して、NGOはマスメディアと同じ形でアクセスすることができるようになっています。

「プラットフォーム」では、国内外の市民社会と協力して、「国際メディアセンター」への国内外のNGO/NPOの十分なアクセスを求めて、政府と話し合いを行っています。

Media Work

On the eve and the day of the G7 Summit, the International Media Centre with a capacity of some thousands people opens in facilities near the Summit venue. Journalists of the mass, the independent, and social media from both within and outside Japan base in the Media Centre, and cover the Summit. Starting in the 2000’s, NGO/NPOs have also registered at the International Media Centre, and have reported on the Summit progress themselves, as well as through the media journalists via press conferences and releases.

During the 2008 Toyako Summit, the International Media Centre and the NGO Centre opened in the Rusutsu Resort, about 50 kilometres (30 miles) from the Summit venue. From the NGO Centre, the NGO members could both report on the Summit and engage with media work toward the journalists based in the nearby Media Centre. In the recent years, NGOs have gained access to the International Media Centre in the same fashion as the media personnel.

The Japan CS Platform on G7 is proceeding consultations with the Japanese government to ensure access to the International Media Centre by the international and domestic NGO/NPOs, all the while working with the civil societies within and outside Japan.

(4)サミットに関わる人権問題への取り組み

サミットはG7首脳が全員集合する場であるため、各国は威信をかけて、テロや事件・事故の防止、サミット反対運動に対する警備などを強化します。場合によって、これらの警備がいき過ぎ、市民運動などに対する過剰な弾圧や、地域社会への圧迫、また、地域の中で少数派に置かれている人たちへの過剰な取り締まりなどが行われ、人権が侵害されることがあります。

また、サミットに向けて市民の意見を発信することを求めて渡航する、海外の市民社会関係者の入国が拒否されるなどの問題も例年起こっています。

開催国の市民社会は、こうした問題に対処し、サミット開催に関わる過剰警備や人権侵害、入国拒否などに対して、市民社会として対処し、政府に対して問題提起をしていくことが必要です。2008年の洞爺湖サミットの際にも、G8NGOフォーラムは、弁護士や市民団体などと協力してこれらの活動に携わりました。「プラットフォーム」も、可能な範囲において、国内外の市民社会や関連団体等と協力しながら、こうした取り組みを進めていくために様々な準備を行っています。


(4) Human Rights and the G7 Summit

Since all the G7 heads of states sit together at Summit, the hosting government takes maximum measures to keep secured environment, prevent terrorism and accidents, and to tighten security on opposition movements against the Summit. This occasionally leads to excessive security and crackdown on the civil disobedience, where the state government unreasonably oppresses the local communities, surveils the marginalised people, and violates the human rights.

Every year, cases are reported where the civil societies members from overseas are banned to enter the hosting country, even though they just want to express opinions towards the G7 countries.

Therefore the civil society in the host country needs to tackle these rights issues, and to seek the hosting government not to violate human rights, to tighten security unreasonably, nor to refuse the entry of the civil society personnel. At the Toyako Summit in 2008, the G8 NGO Forum collaborated with lawyers and other CSOs to resolve the human rights issues. The Japan Civil Society Platform on 2016 G7 Ise-Shima Summit will also seek to prevent human rights violations, together with the civil society organisations in Japan and abroad.
